(dy/dt)/y = rate of percentage/proportional change?

(dy/dt)/y = rate of percentage/proportional change?

I vaguely remember reading somewhere during the GRE subject or general test about "(dy/dt)/y" being the proportional/percentage change.

Is this what it is called? I know this is kind of elementary. But I trying to Google notes to confirm my intuition in case I remembered wrong.
