State residency and admissions?

Does residency improve chances of acceptance at your state's public schools? I have seen people mention it as a relevant factor on the Applicant Profiles and Admissions Results threads but I can't find an explicit conversation about it elsewhere.

I think it might for public schools, but I can't really say for sure.

At UCLA, anyhow, it is helpful to be from CA because your tuition costs the department less (probably doesn't hurt your financial aid in light of that, either) -- according to a person from admissions. I think it matters less than in undergrad admissions though.
