low mGre but high gpa?

Might a lowish score on the subject test, i.e. 70-79%, be mitigated by a high GPA in advanced undergrad math classes from a school where the math program is respected?

I'm not much help for this, but from what I've heard, some universities care about the mGRE a lot, some disregard it completely, and some just look to make sure you're in a respectable place and then just worry about the rest of your app (I'd say your score is respectable enough).
So I'd say that for good feedback, you're going to want to be specific about what universities you are worrying about.
I would say, though, that good LORs and research experience would just about make up for a less than optimal mGRE score (from what I've heard).
