Question about brown university's online recommendation

In online application, it says that "Both saving and submitting your application will send an automatic notification email to your recommenders to initiate the process" .

So, in my understanding that it means my recommenders won't receive the link until I submit my application?? I'm still working on my essay... is that possible to send the links to them before my submitting?

Or my understanding is wrong? "Both saving and submitting"??? or then mean " Both saving OR submitting???"

if it's that terribly coded "applyyourself" 3rd party website that the universities seem to love, as soon as you input the recommender's information and click "save" the notice is sent to them

I believe notification will be sent once you add the recommender (before submitting). typical for applyyourself type of system.

Thanks for help! I think brown uses "embark" system...but it is totally different compare with NYU...both of them are embark, but NYUs is much more clear...
