Does this mean no fundings?

I got an email from Ohio State University, saying:

'We are pleased to inform you that the review committee has recommended you for admission to the Mathematics, Doctor of Philosophy program at The Ohio State University for the autumn 2017 semester. However, before Ohio State can finalize your admission, we must have clear evidence that sufficient funding will be available to support you while you live and study in the United States.
Please use our Document Uploader to submit copies of the following documents as soon as possible:
Financial Review Info Needed: Permanent Address outside US required for SEVIS processing. Your university address will not fulfill this requirement.'

Does this mean the university is not going to fund me? I know some friends who have been admitted to this university. They got an offer with funding directly. Any one met the same situation with me?

I can sense that this email was from the graduate school at OSU. However, the funding (i.e. GTA's and GRA's, not the fellowship or scholarship) usually comes from the department of mathematics, not the graduate school. This is the generic acceptance email so don't worry. Be patient and wait for few days, the department should contact you. And congrats!

No, you have to prove hat you can survive in the USA for a year. CBP won't let you in unless you have sufficient funds....
