It seems to me there are less analytic number theorists rather than algebraic..

In rank 10~100, Where are good places to study analytic number theory?

A couple of places off the top of my head:
Princeton
Stanford
Columbia

Brown
Duke

Is there anyone else who does ANT at Brown other than Hoffstein and Jung?

Not that I know of, though Silverman works on elliptic curves.

Someone from my undergraduate school went to Queens for Ph.D under Ram Murty over a tier 1 top school.

Is Rochester good? Steve Gonek works on Analytic NT there. I have not seen any other faculty there who works on Analytic NT.
Also, can someone give me an idea of how good Rochester is for Number theory?

Wenzhi Luo, Roman Holowinsky, Ghaith Hairy. Jim Cogdell does automorphic forms.

I think alex iosevich has some interest in it as well. And if you want to work in algebraic then there's Dinesh Thakur, and Tom Tucker.
