Student loans for PhD programs?

I know that most math PhD programs give you a stipend. However, is it still possible to get a student loan for personal use? (Buying a car, for example)

Yes, I am a graduate student with a stipend and I have taken out loans. Most universities will still require you to fill out the FAFSA which will determine your eligibility for loans through the university. I think the amount is around $20,700 per year. Private loans are also an option but the interest rates may be higher.
