Good school with funding vs Bad school without?

So I've been wrestling with this question for the past week or so: Hypothetically speaking, say you get admitted to two grad schools. One is a "reach" for you that offers you no funding at least for your first year. The second is a "safe" that offers you full funding from the start. The ranking differential between the two is substantial and could likely affect your employment prospects down the road. Which would you pick, and why?

Are there 'good' math PhD programs in the US that don't offer funding?

I mean good in a relative sense, like good based on where you think you stand. But yeah, a lot of places don't. Sure, the really good ones in the top 30 or so are more likely to only admit who they fund, but after that it seems to get kind of gray. I know for all MY reach schools, they routinely admit people without funding.
