Submitting more than three letters of recommendation

Does anyone have an opinion on this? I know of quite a few programs that allow more than three letters. Do you think submitting extra letters would help an applicant, though? Or would those extra letters just serve as an annoyance for the admissions committee?

If it's an "annoyance" , they will mention it in their website and some don't allow you to send more than three recoms in your application. So for other universities, If you have good recoms why not send it?
I remember a guy (an international student, my countryman) with mediocre GPA and 58% GRE subject and no publication but with 5 powerful recoms could get into the university of Florida.
