Does anyone have an opinion on Wesleyan?

It's hard to find information about the quality of their program. They're rated really low (#104) on US News but I don't think that means much. Does anyone know anything about it? Thanks.

I have got an offer from Wesleyan, pure math PhD, with TA $27500/year.

I am choosing between this and UConn pure math PhD (TA $21000/year)

Do anyone have some suggestions?

Some background stories: I took a few years gap after a getting math B.S.(best university in China) to work in a start-up company. I realised I want a math phd asap just in February, and I only started my application in March (both passed the application deadline). I have some believes that I could achieve better program but time was limited, so I might consider transfer after 1or2 year.
Which school may have a better reputation and provide better academic training?
