Tough question. 60% is the threshold that I would feel comfortable sending.

You have to make a decision eventually, and its going to be a hard one. My advice: If it is required, send. If not required, skip.

Since you are applying to applied math programs, they may not give as much emphasis to the score. I think omitting the test may make the evaluators suspect of an even lower score than you actually received. What percentile did you score in?
