UCLA asks for the following:

1) GPA in Upper Division Mathematics Courses

2) GPA Graduate Mathematics Courses

What is the difference between them (the GPA in 2 is just the overall GPA in my Bachelors degree?, by the way I am an international student)

Upper mathematics courses usually mean courses after the calculus sequence taken during your undergrad.

GPA in 2 is not your overall undergrad GPA. It is the GPA in the graduate level courses you studied as either undergraduate or while doing a masters.
